research and development For expenses necessary for the conduct of research by the Weather Bureau, including development and service testing of equipment: purchase of two aircraft; operation and maintenance of aircraft; and for acquisition, establishment, and relocation of research facilities and related equipment; $11,000,000, to remain available until June 30, 1965: Provided, That appropriations granted under this head, in the fiscal year 1962, shall be merged with this appropriation.
