General Provisions—Department of State Sec. 501. Funds appropriated under this title shall be available, except as otherwise provided, for allowances and differentials as authorized by 105 STAT. 820subchapter 59 of 5 U.S.C.; for services as authorized by 5 U.S.C. 3109; and hire of passenger transportation pursuant to 31 U.S.C. 1343(b).
