Sec. 402. Section 231 of the Trade Expansion Act of 1962 (Public Law 87–794, approved October 11, 1962) is amended as follows: (a) Insert “(a) “ before the words “The President shall”. (b) Add the following new subsection: “(b) The President may extend the benefits of trade agreement concessions made by the United States to products, whether imported directly or indirectly, of a country or area within the purview of subsection (a) which, at the time of enactment of this subsection, was receiving trade concessions, when he determines that such treatment would be important to the national interest and would promote the independence of such country or area from domination or control by international communism, and reports this determination and the reasons therefor to the Congress.”
