Sec. 2. The Administrator of the General Services Administration (GSA) is authorized to accept property from the State of Maryland at no cost for the purpose of constructing a computer facility for the Bureau of the Census and to begin preliminary design work on such a facility. GSA and the Office of Management and Budget are directed to submit to the approprite authorizing and appropriations committees of the Congress an evaluation of need and a prospectus for this project no later than January 31, 1992.
