Operation and Maintenance, Air and Marine Interdiction Programs For expenses, not otherwise provided for, necessary for the hire, lease, acquisition (transfer or acquisition from any other agency), operation and maintenance of marine vessels, aircraft, and other related equipment of the Air and Marine Programs; $175,932,000, of which $14,500,000 shall not be obligated prior to September 30, 1992, to remain available until expended: Provided, That no aircraft or other related equipment shall be transferred to any other Federal agency, department, or office outside of the Department of the Treasury during fiscal year 1992.
