Extension Service cooperative extension work, payments and expenses Of the amount made available under this head in the Department of Agriculture and Related Agencies Appropriation Act, 1963, for “Payments to States and Puerto Rico”, $311,250 shall be transferred to the subappropriation for “Penalty mail”.
