Sec. 403. (a) Except as provided in subsection (b) of this section, this Act shall become effective on the first day of the first month which begins later than the ninetieth day following the date of enactment of this Act. (b) This section and sections 201(g) and 201(h) shall become effective on the date of enactment of this Act.
