grants for work-study programs Sec. 123. The Director is authorized to enter into agreements with institutions of higher education (as defined by section 101(f) of the Higher Education Facilities Act of 1963 (P.L. 88–204)) under which the Director will make grants to such institutions to assist in the operation of work-study programs as hereinafter provided.
