Sec. 338. The Secretary of Transportation shall be authorized to enter into a sole source contract with the Puerto Rico Ports Authority for purposes of constructing an air traffic control tower at Luis Munoz Marin Airport with fiscal year 1991 and fiscal year 1992 appropriations provided under this section: Provided, That the Puerto Rico Ports Authority shall procure such construction serv ices consistent with Department of Transportation acquisition 105 STAT. 948regulations, part 1201 et seq., chapter 48 of the Code of Federal Regulations.
