acquisition, operation, and maintenance of buildings abroad For necessary expenses of carrying into effect the Foreign Service Buildings Act, 1926, as amended (22 U.S.C. 292–300), including personal services in the United States and abroad; salaries and expenses of personnel and dependents as authorized by the Foreign Service Act of 1946, as amended (22 U.S.C. 801–1158); allowances as authorized by the Overseas Differentials and Allowances Act (5 U.S.C. 3031–3039); and services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a); $18,125,000, of which not less than $14,000,000 shall be used for payments in foreign currencies or credits owed to or owned by the Treasury of the United States, to remain available until expended: Provided, That not to exceed $1,200,000 may be used for administrative expenses during the current, fiscal year.
