In order to carry out the purpose of this part, the Administrator is authorized to provide technical assistance to State and local governmental or public bodies and to undertake such studies and publish and distribute such information, either directly or by contract, as he shall determine to lie desirable. Nothing contained in this part shall limit any authority of the Administrator under any other provision of law.
