Sec. 404. The appropriations, funds, other authorizations, and authority with respect thereto in this Act shall be available from October 1, 1964, for (he purposes provided in such appropriations, funds, other authorizations, and authority. All obligations incurred during the period between September 30, 1964, and the date of enactment of this Act in anticipation of such appropriations, funds, other authorizations, and authority are hereby ratified and confirmed if in accordance with the terms thereof. This Act may be cited as the “Foreign Assistance and Related Agencies Appropriation Act, 1965.”
