Sections 2 (a), 3 (b), and 4 (a) of title I of the Act of September 30, 1950, Public Law 874, Eighty-first Congress, as amended (20 U.S.C. 237(a), 238(b), 239(a)), are each amended by striking out “1966” each place where it appears and inserting in lieu thereof “1968”.
