Sec. 102. (a) In addition to the assistance otherwise authorized, the Secretary is authorized to make grants in accordance with the provisions of this title to those areas which the Secretary of Labor determines, on the basis of average annual available unemployment statistics, were areas of substantial unemployment during the preceding calendar year. (b) Areas designated under the authority of this section shall be subject to an annual review of eligibility in accordance with section 402, and to all of I he rules, regulations, and procedures applicable to redevelopment areas except as the Secretary may otherwise prescribe by regulation.
