Sec. 108. Section 451 of the Foreign Assistance Act of 1961, as amended, which relates to t he contingency fund, is amended as follows: (a) Amend subsection (a) as follows: (1) Strike out “1965” and “$150,000,000” and substitute “1966” and “$50,000,000”, respectively. (2) Add the following new sentence: “In addition, there is hereby authorized to be appropriated to the President for use in Southeast Asia such sums, not to exceed $89,000,000, as may be necessary in the fiscal year 1966 for programs authorized by parts I and II of this Act.” (b) Amend subsection (b) by striking out “this section” and substituting “the first sentence of subsection (a)”
