Sec. 611. (a) No camp, post, station, base, yard or other installation under the authority of the Department, of Defense shall be closed or abandoned until after the expiration of thirty days from the date upon which a full report of the facts, including the justification for such proposed action, is submitted by the Secretary of Defense to the 79 Stat. 819Committees on Armed Services of the Semite and House of Representatives. (b) This section shall apply only to posts, camps, stations, bases, yards, or other installations that are located in the United States and Puerto Rico and have a total military and civilian complement of more than two hundred and fifty. It. shall not apply to any facility used primarily for river and harbor projects or Hood control projects.
