Sec. 218. The Secretary of the Army shall reimburse any common carrier by railroad for the cost of protective works constructed by such carrier during the years 1965 and 1966 along the banks of the Eel River, California, to deter recurrence of damage to such banks 79 Stat. 1089by floods or high waters, but such reimbursement shall not exceed $3,000,000.
