Sec. 201. Notwithstanding section 7307 of title JO, United States Code, or any other law, the President may sell or lend, at his discretion, to friendly foreign nations of Latin America from the reserve fleet, on such terms and conditions as he deems appropriate, destroyers as follows: (1) Argentina, two destroyers, Brazil, three destroyers.
