Sec. 101. Notwithstanding section 7307 of title 10, United States Code, or any other law, the President may lend to friendly foreign nations, on such terms and conditions as he deems appropriate, ships from the reserve fleet as follows: (1) Italy, two submarines, and (2) Spain, one helicopter carrier.
