contracts to encourage full utilization of educational talent Sec. 408. (a) To assist in achieving the purposes of this part the Commissioner is authorized (without regard to section 3709 of the Revised Statutes (41 U.S.C. 5)), to enter into contracts, not to exceed $100,000 per year, with State and local educational agencies and other public or nonprofit organizations and institutions for the purpose of— (1) identifying qualified youths of exceptional financial need and encouraging them to complete secondary school and undertake postsecondary educational training, 79 Stat. 1236 (2) publicizing existing forms of student financial aid, including aid furnished under this part, or (3) encouraging secondary-school or college dropouts of demonstrated aptitude to reenter educational programs, including post-secondary-school programs. (b) There are hereby authorized to be appropriated such sums as may be necessary to carry out this section.
