local control preserved Sec. 516, Members of the Teacher Corps shall be under the direct supervision of the appropriate officials of the local educational agencies to which they are assigned. Except as otherwise provided in clause (3) of section 513(a), such agencies shall retain the authority to— (1) assign such members within their systems; (2) make transfers within their systems; (3) determine the subject matter to be taught; (4) determine the terms and continuance of the assignment of such members within their systems.
