statement of purpose Sec. 521. The Congress hereby declares it to be the policy of the United States to improve the quality of education offered by the elementary and secondary schools of the Nation by improving the quality of the education of persons who are pursuing or who plan to pursue a career in elementary and secondary education. The purpose of this part is to carry out this policy by awarding fellowships for graduate study at institutions of higher education and by developing or strengthening teacher education programs in institutions of higher education. For the purpose of this part the term “career in elementary and secondary education” means a career of teaching in elementary or secondary schools, a career of teaching, guiding, or supervising such teachers or persons who plan to become such teachers, or a career in fields which are directly related to teaching in elementary or secondary schools, such as library science, school social work, guidance and counseling, educational media, and special education for handicapped children.
