allocation of fellowships Sec. 523. The Commissioner shall allocate fellowships under this part to institutions of higher education with programs approved under the provisions of section 524(a) for the use of individuals accepted into such programs, in such manner and according to such plan as will most nearly— (1) provide an equitable distribution of such fellowships throughout the States, except that to the extent he deems proper in the national interest after consultation with the Advisory Council on Quality Teacher Preparation the Commissioner may give preference to programs designed to meet an urgent national need, and (2) encourage experienced teachers in elementary or secondary schools and other experienced personnel in elementary or secondary education to enter graduate programs, attract recent college graduates to pursue a career in elementary and secondary education, and afford opportunities for college graduates engaged in other occupations or activities to pursue or return to a career in elementary and secondary education.
