SEC. 240. INTERPRETATION.Nothing in this part may be construed to imply— (1) congressional authorization for development, testing, or deployment of anti-ballistic missile systems in violation of the ABM Treaty, including any protocol or amendment to that treaty; or (2) final congressional authorization for deployment of anti-ballistic missile systems in compliance with the ABM Treaty.
