effective dates Sec. 410. This title shall become effective as follows: (1) This section and sections 401, 406, and 407 shall become effective on the date of enactment of this Act. (2) Sections 402, 403, 404, 405, 408, and 409 shall take effect on the first day of the first pay period after the enactment of this Act.
