Sec. 6. The second sentence of section 4(a) of Public Law 722 of the Seventy-ninth Congress is amended by deleting “three” and insert-80 Stat. 311ing in lieu thereof “six” so as to read as follows: “The board may function notwithstanding vacancies and six members of the board shall constitute a quorum for the transaction of business.”
