Inter-American Cultural and Trade Center For expenses necessary to carry out the provisions of the Act of February 19, 1966 (Public Law 89–355), without regard to the provisions of law set forth in 41 U.S.C. 13, $5,870,000, to remain available until expended: Provided, That appropriations heretofore made to the Department of Commerce to carry out the provisions of the Act of February 19, 1966 (Public Law 89–355), shall lie merged with this appropriation.
