Sec. 401. Notwithstanding the provisions of the Act of April 29, 1876 (19 Stat. 41; 40 U.S.C. 214), and the provisions of the Act of July 31, 1946 ( 60 Stat. 718; 40 U.S.C. 193a-193i), the Architect of the Capitol is authorized to permit the Board of Commissioners of the District of Columbia to operate for recreational purposes only, and without any improvement to said land, that part of the United 80 Stat. 1073 States Capitol Grounds known as Square 732 in the District of Columbia, bounded by Independence Avenue, S.E., Second Street, S.E., C Street, S.E., and First Street, S.E., and intersected by Carroll Street, for such period of time as said land is not required for building or other purposes by the Architect of the Capitol.
