Section 202(a) (1) of the Act is amended by inserting “in an attack on poverty” after “utilizes”, and by striking out “in an attack on poverty” and inserting in lieu thereof “or any neighborhood or other area (irrespective of boundaries or political subdivisions) which is sufficiently homogeneous in character to be an appropriate area for an attack on poverty under this part;”.
