Sec. 402. (a) Section 402 of the Act is hereby redesignated section 402(a) and there is added at the end thereof a new subsection (b) as follows: “(b) The Director is authorized to make grants to, or contract with, public or private nonprofit agencies, or combinations thereof, to pay all or part of the costs necessary to enable such agencies to provide screening, counseling, management guidance, or similar assistance with respect to persons or small business concerns which receive or may be eligible for assistance under subsection (a). Financial assistance under this subsection shall be subject to the provisions of section 208 of this Act.”
