SEC. 3312. ROTATION OF STOCKPILE MATERIALS FOR BETTER MATERIALS.Section 6(a)(4) of the Strategic and Critical Materials Stockpiling Act (50 U.S.C. 98e(a)(4)) is amended by inserting before the semicolon the following: “or better material”.
