Sec. 204. The Public Works and Economic Development Act of 1965 is amended by adding at the end of title VI thereof the following new section: “administration, operation, and maintenance “Sec. 604. No Federal assistance shall be approved under this Act unless the Secretary is satisfied that the project for which Federal assistance is granted will be properly and efficiently administered, operated, and maintained.”
