Sec. 119. (a) Subsection (a) of section 224 of the Act, entitled “program development criteria”, is amended (1) by striking out “In developing recommendations on the” and inserting in lieu thereof: “In considering”; and (2) by striking out “within those recommendations”. (b) Subsection (b) of such section is amended by striking out clause (1) and inserting in lieu thereof the following: “(1) to assist establishments relocating from one area to another;”.
