salary increase limitations Sec. 216. Except as provided in sections 213 (d) and (e), 214, 215, and 219, and subject to the operation of section 225 of this title, no rate of compensation shall be increased, by reason of the enactment of this title, to an amount in excess of the salary rate for level V of the Executive Schedule in section 5316 of title 5, United States Code, in effect on or after the first day of the first pay period which begins on or after the date of enactment of this title.
