Subsection (b) of section 4651 of title 39, United States Code, is amended by striking out “6 cents for each two ounces or fraction thereof” and inserting in lieu thereof “14 cents for the first two ounces or fraction thereof, and 7 cents for each additional two ounces or fraction thereof,”.
