SEC. 204. DONATIONS OF FUNDS, PROPERTY, AND SERVICES. Notwithstanding any other provision of law, the Secretary may accept and expend donations of funds, property, or services from individuals, foundations, corporations, or public entities for the purpose of providing for the memorial.
