Section 5(e) of the Act of September 23, 1950 (Public Law 815, Eighty-first Congress), is amended (1) by striking out “subsections (c) and (d)” and inserting in lieu thereof “subsections (c), (d), and (f)”, and (2) by inserting before the period at the end thereof the following: or (3) he may waive or reduce the requirement contained in subsection (f)”.
