Section 134 of the Elementary and Secondary Education Act of 1965 is amended by adding at the end thereof the following new subsection: “(e) In its annual report to the President and the Congress to be made not later than January 31, 1969, the Council shall report specifically on which of the various compensatory education programs funded in whole or in part under the provisions of this title, and of other public and private educational programs for educationally deprived children, hold the highest promise for raising the educational attainment of these educationally deprived children.”
