(a) Section 1903(a)(2) of the Social Security Act is amended by striking out “of the State agency (or of the local agency administering the State plan in the political subdivision)” and inserting in lieu thereof “of the State agency or any other public agency”. (b) The amendment made by subsection (a) shall apply with respect to expenditures made after December 31, 1967.
