(a) (1) Section 706(a) of the Social Security Act is amended by striking out “During 1968 and every fifth year thereafter” and inserting in lieu thereof “During 1969 (but not before February 1, 1969) and every fourth year thereafter (but not before February 1 of such fourth year)”. (2) Section 706(d) such Act is amended by striking out “reports of its” and inserting in lieu thereof “reports (including any interim reports such Council may have issued) of its”. (b) Section 706(b) of such Act is amended by striking out “shall consist of the Commissioner of Social Security, as Chairman, and 12 other persons, appointed by the Secretary” and inserting in lieu thereof “shall consist of a Chairman and 12 other persons, appointed by the Secretary”.
