SEC. 223. DIRE EMERGENCY SUPPLEMENTAL APPROPRIATIONS. It is the sense of the Senate that the committee of conference on House Joint Resolution 157 should consider providing the necessary authority in the conference agreement for the President to transfer funds pursuant to this title.
