There are authorized to be appropriated for grants and contracts under this Act, to the Department of Health, Education, and Welfare. $25,000,000 for the fiscal year ending June 30, 1969. $50,000,000 for the fiscal year ending June 30, 1970, and $75,000,000 for the fiscal year ending June 30, 1971.
