direct grants Sec. 132. Until a State has submitted a State comprehensive juvenile delinquency plan under this title and the Secretary has approved such plan, or upon failure of the State to carry out such plan according to the terms and conditions specified in such plan as approved, the Secretary may make grants directly to public agencies or nonprofit private agencies and organizations in accordance with the provisions of parts B and C of this title, No grant under this section shall be for an amount in excess of 60 per centum in the case of part B or 75 per centum in the ease of part C of the cost of the project or program with respect to which it is made.
