water and sewer facilities program Sec. 604. (a) Section 702(c) of the Housing and Urban Development Act of 1965 is amended by striking out “July 1, 1968” and inserting in lieu thereof “October 1, 1969”. (b) Sect ion 702 (b) of such Act is amended— (1) by striking out “a basic public sewer facility” and inserting in lieu thereof “a basic public water or sewer facility”: and (2) by striking out “a public or other adequate sewer facility” and inserting in lieu thereof “a public or other adequate water or sewer facility”. (c) Section 702 of such Act is amended by adding at the end thereof a new subsection as follows: “(d) In the administration of this section the Secretary shall require that, to the greatest extent practicable, new job opportunities be provided for unemployed or underemployed persons in connection with projects the financing of which is assisted under this section.”
