Section 103(a) (1) of the Housing Act of 1949 is amended by inserting before the period at the end thereof the following: “, except that he may contract for a grant in an amount not to exceed two-thirds of the difference between the proceeds from any land disposed of pursuant to section 107 and the fair value of the land without regard to such section”.
