Section 803(a) of the Public Health Service Act (42 U.S.C. 296b) is amended by striking out “may not exceed 50 per centum” in clause (B) and inserting in lieu thereof “may not, except where the Secretary determines that unusual circumstances make a larger percentage (which may in no case exceed 66⅔ per centum) necessary in order to effectuate the purposes of this part, exceed 50 per centum”.
