urban research and technology For necessary expenses of programs of research and studies relating to housing and urban problems, not otherwise provided for, as authorized by law (12 U.S.C. 1701d–3; 1701e; 1701f; 79 Stat. 668; 80 Stat. 1286–1287), $11,000,000: Provided, That not to exceed $500,-000 of the foregoing amount shall be available for administrative expenses.
