limitation on salaries and expenses For expenses necessary for the Railroad Retirement Board, $14,490,000, of which $14,130,000 shall be derived from the railroad retirement account, and $360,000 shall be derived from the railroad retirement supplemental account, as authorized by Public Law 89–699, 82 Stat. 993approved October 30, 1966: Provided, That $100,000 of the foregoing total amount shall be apportioned for use pursuant to section 3679 of the Revised Statutes as amended (31 U.S.C. 665) only to the extent necessary to process workloads not anticipated in the budget estimates and after maximum absorption of the costs of such workloads within the existing limitation has been achieved.
