Health Manpower health manpower education and utilization To carry out, to the extent not otherwise provided, sections 301, 306, 309, 311, title VII, and title VIII of the Act, $172,176,000, of which $6,500,000 shall be available through June 30, 1970, to carry out title VIII of the Act with respect to nursing educational opportunity grants: Provided, That allotments to States for nursing educational opportunity grants for the fiscal year ending June 30, 1969, pursuant to title Vtll of the Act shall include, in addition to funds appropriated herein, funds appropriated for this purpose for the fiscal year ending June 30, 1968, but not allotted to States for that fiscal year. Loans, grants, and payments for the next succeeding fiscal year: For making, after March 31 of the current fiscal year, loans, grants, and payments under section 306, parts C, F, and G of title VII, and parts B and D of title VIII of the Act for the first quarter of the next succeeding fiscal year, such sums as may be necessary, and the obligations incurred and expenditures made hereunder shall be charged to the appropriation for that purpose for such fiscal year: Provided, That such payments pursuant to this paragraph may not exceed 50 per centum of the amounts authorized in section 306, parts C and G of title VII, and parts B and D of title VIII for these purposes for the next succeeding fiscal year.
