school assistance in federally affected areas For grants and payments under the Act of September 30, 1950, as amended (20 U.S.C., ch. 13), and under the Act of September 23, 1950, as amended (20 U.S.C., ch. 9), $90,965,000, fiscal year 1968: Provided, That these funds shall not be subject to the provisions of the Anti-Deficiency Statute, Revised Statutes 3679, section 665(c), title 31, United States Code: Provided further, That the expenditure of this Appropriation shall not be taken into consideration for the purposes of title II of the Revenue and Expenditures Control Act of 1968. For grants and payments under the Act of September 30, 1950, as amended (20 U.S.C., ch. 13), and under the Act of September 23, 1950, as amended (20 U.S.C., ch. 19), $520,845,000, of which $505,900,000 shall be for payments to local educational agencies for the maintenance and operation of schools as authorized by the Act of September 30, 1950, as amended (20 U.S.C., ch. 13), and $14,745,000 which shall remain available until expended, shall be for providing school facilities and for grants to local educational agencies in federally affected areas as authorized by said Act of September 23, 1950: Provided, That this appropriation shall also be available for carrying out the provisions of section 6 of the Act of September 30, 1950: Provided further, That not to exceed $200,000 shall be available for necessary expenses for program evaluation activities.
